I know. :( But looking back at "The Avengers" and the end of CATFA with what we know from TWS (e.g., that SHIELD was infested with Hydra and had been for decades) and...there is no way they wouldn't attempt to manipulate him for their own purposes, cloaked in patriotism or playing off his sense of guilt, what have you. They just don't understand him As they will find out. ;-)
